Stupid question about Gaga

I've been wondering what his overall character role in the game was, or where the idea of his design came from.

Is he by chance the younger/older brother of Cody?

Gaga is just one of the few npcs that are designed to look like some of the maplestory developer/programmers or something around that, there was a video showing the person and their npc, which included gaga, the event npc with a guitar, and other event npcs i cant seem to recall.

Gaga npc is inspired by Chief Director of Nx Korea who always shows up on press conferences and Q&A sessions.
