first, we'd need 4 lines.

it is possible to have items like that... if you have the NX that is, or the luck. preferably the NX.

it's possible to get 2 or 3 lines of 12%, but it's something not even hackers bother trying.

Since this thread is about White Angelic Blessing and you quoted an aswer about it, I will asume you still ask about that item. So firstly, It has no slots, so it cannot have any potential. Secondly 4 lines is not possible on any item (but with Nexon being Nexon, it might get added sometime down the road).

within reasonable (and even then) luck, on an item of level 71 or above, yes.

Btw, why do I see 50+ STR helms..?
