Looks like there's a global pot cooldown. Look at his quickslot when he uses a pot. Unless that's common for elixirs.

Spadow mentioned something about all consuable items having a cooldown.

That's just bull, how do they expect anyone to go through boss runs now without failing?

Especialy solo runs, or even grinding, you'll have to depend on a cleric who'll go afk every 15 seconds and/or will forget to heal.
