PHP - This is a programming language. It can create webpages, but it cannot alter them once it's in the browser.
Perl - lol
Javascript - This is (kind of?) a programming language - more of a scripting language. It doesn't create webpages, but it's beast for altering them.
HTML - Not a programming language. It is used to create webpages, and arguably can be used to alter them.
Man, talk about a pain in the ass question. I think they're idiots, I really do. Luckily I picked PHP and got it right.

I would have went with HTML, but I do know that HTML is a MarkUp language, and not a programming language, thus the "M" in HTML. I don't know why they'd phrase the question so weird, it's even incorrect, even if the answer was PHP.

Perl can create web pages just like PHP can and was commonly used to do so at one time. That makes all four answers valid. I'm guessing this was on some test for a job or certification?
