Been screwing around with this skill. It has a raw DPS of 500%/s maxed, unaffected by Booster. Spammed Teleport acts at about 600ms per cast. It does have rather pitiful range, but the stun helps make up for it, as well as the mobility.
To compare:
For 3rd job, Teleport Mastery alone does more DPS than Explosion, out of the sheer slowness of Explosion, as well as Ice Strike; however, Elemental Composition and Thunder Spear can both out-damage it, unless there's disadvantages involved and Reset isn't mastered yet. The interesting thing is, though, that you can Telecast. Depending on the skill, the number of Teleports you can fit in between each cast can vary, but I've tested it to improve DPS for what I believe to be any skill.
An odd issue for the skill is that the casts per second will desynch at a weird rate with standard 810ms skills. This does not occur for Explosion from my observations, such that you can effectively fit a Teleport inside an Explosion at no loss of time. For example, with Boostered Magic Claw, which is a standard 810ms spell like Paralyze, my results came out at about 1020ms, 690ms, 780ms, 1040ms, 720ms, 720ms. This was using Teleport concurrently, which came out at 690ms, 570ms, 600ms, 690ms, 600ms, 1260ms, 630ms, and the very first Claw and Teleport synchronized with each other. As you can see, Teleport's speed causes Magic Claw to come out at weird times, and this causes Teleport to end up with a skip somewhere. Generally, you can have two Teleports for each spell in a time of around 1200ms. This example gave me 7 Magic Claws and 8 Teleports in 5.04 seconds. Magic Claws are exactly interchangeable with Paralyze, so 1337.3%/s (no pun intended) raw damage. Paralyze alone does 861.1%/s. This ability not only does more damage, but it makes slower skills such as Poison Mist, and Elemental Composition slightly more useful because Teleport can be cast before the actual action delay is completed, letting the F/P perform more DoT while DPSing at the same time. In fact, you get 2.5 Teleports per Poison Mist, at no loss of cast time, which gives 586.7%/s un-Boostered. The same method should be applicable for Chain Lightning, but I don't have an I/L to test. A good estimation is at least 1 Teleport per attack, so you basically add 300% to your hit. Thus, Chain Lightning should go from 1072.5%/s to 1507.2%/s, possibly more.
There is some lag in my recording of the skills as well as the game, so skills can vary up to +/- 60ms, but it does average out to what the standard values are.
You're probably asking "But Joe, you want me to Teleport back and forth into a boss to DPS it?" You can Teleport straight up and move nowhere, while still attacking.
