~Post Big Bang: Combat Orders + Helmet Skill Stackings

The question is simple. Is it possible to bypass a LVL 32 skill? I.e. does Combat Orders stack with +2 All Skill Helmet stat?

Well there are many problems with them stacking.

I.e. LVl 34 heavens Hammers would have a 0 second cooldown. I.e. Ultimates would be back.
