The question is simple. Is it possible to bypass a LVL 32 skill? I.e. does Combat Orders stack with +2 All Skill Helmet stat?
If anyone could verify with Spadow (He seems to be the expert on subjects like this.)

Well there are many problems with them stacking.
I.e. LVl 34 heavens Hammers would have a 0 second cooldown. I.e. Ultimates would be back.

It still can't actually kill a monster. Also, you could try PMing him on the KMS forums.
