I meant she could have lived a long life as an elf, and maybe she was directly involved by losing family in the war with the Black mage so she became traumatized and became obsessed with trying to be safe. She always says "We lack man power, maybe we should get people from other places *bla bla bla*"

I do agree that her being an elf is shaky at best, but that doesn't mean that everyone in the town has to be an elf if she's one.
