Current KMST Skill Delays and Ranges?

I believe these delay values are for animations, and not the actual cast delays, and actual cast delays can be shorter or longer than animation delays.

That could be the case since Rush's delay value is 600ms which is the spammable version of it (no monsters around) where a delay occurs when colliding with a monster (1200ms I believe). Charged Blow just seems to be an odd skill to have such an effect. Back to an earlier quest, why does the charges have a range? Originally intended for party buffs? Future possibility?

They've always had a range for as long as the game existed. They've also always given MATK for as long as the game existed. I thought for sure once BB rolled around they'd get rid of the cruft, but they left it in. No idea why.

Usually the same reason other game companies leave unused content in games: the fear of breaking the game. I'm sure other games like WoW has unused weapon models in the game that are left simply because it could create bugs. At some point it might have had the intent to be a party buff that gave everyone nearby the element as well as giving mages more magic damage or it could have been magic damage based to begin with. Who knows?
