Since a lot of it is just from what we've seen of KMS, and that's generally the godliest items.
Pretty sure an item can have rare and unique since we see things like +24% (9/9/6). The item is unique overall, meaning it can obtain the unique rank and any rank below it. If an item is epic rank, it can only obtain rare and epic bonuses (0, 1, 2 according to you).
That's how i understand it. So really the bonus an item can have is capped depending on the rank it got.

I've been looking around, but I haven't been able to find the rarity of potential scrolls. How rare are they? Ore? powder? Scroll?

Scroll rates doubled this patch. As I recall, 70% Potential scrolls are as rare as scrolls were in 87-.

I have questions regarding the potential scroll system.
If normal item use potential scroll then have the potential. Then buy the magnifying glass to identify the potential. Am I right?
If rare/epic.unique item, then I do not need to use potential scroll because the potential is already inside. Am I right?

Depending on the level of the equip, you need to use the proper M-glass.
But kind of a waste to use the best M-glass for all levels on a level 15 item. The cost is like x10 the mesos

I'm asking particularly about Unique and Rare bonuses - 6% is an Epic bonus.
Or if a Unique item can have 3x Epic bonuses (6% 6% 6%) and still count as Unique.

You're thinking about it backwards, regardless of the bonuses it gets, it'll still be unique. It's possible that a unique item only gets +6% to each.
The rank determines the possible bonuses it can gets. The bonuses do not determine the rank.

Just to double-check, the status of an item (rare/unique) isn't set in stone, but is a random event that can be reset by the use of a miracle cube? Or if an item is rare it's rare forever, and a cube will only reset the stats it gives.

Supposedly it is not fixed. I'm just unsure as to whether or not the floor goes up only, as in, the rating (rare/epic/unique) can only be the same or better, not worse.

Not sure if this is known or not, but it was a surprise to me. Enhance scrolls can introduce a new stat to an item. My glove went from 11 atk to 11 atk 1 dex >.>
