They came out at the same time.
80, actually. There are two quests. 1. raise a brand new character from 1 to 50 to get the rings, or raise a pre-existing Adv class character to 50 and then 30 more levels to 80 for the rings.

I just need a bit of small clarification. About creating the new character and getting it to level 50 (or the alternate method.. same question applies) ...
Does the character in question have to be an adventurer 0.o (i'm assuming yes, since that'd make the most sense)
Or for instance... can I raise a KoC from 50-80 (or perhaps even make a new one)? Or will I be stuck making another one of the regular adventurers?

To the above, yes. It has to been one of the 5 normal Adv classes.

If that's the case, could I make an account full of level 1 characters before the patch night, and just level them to 31 to get the rings?

It's a quest available at level 50+ to all adventurers, that requires you to gain 30 levels.

No.
1 - 50 on a new Adv character after the rings or put in, or if you already have an Adv class raise it to 50 first (unless it's already 50) then you have to raise it 30 more levels. Those are the only two ways.

Let's just clear this up.
If they keep the requirements the same :
All mentioned characters below MUST be adventurers. No KoC, no aran, no evans.
1)To get the ring at level 50, the character you make must NOT be created before the patch. It must be created AFTER the patch.
---Go have fun trying to get into CPQ. Since it'll be so packed in rooms 3/4 (with warriors and infighters).. assassins and gunners in room 5/6 will have an easier time CPQing.
2)Otherwise, if you already have a character made, get that character to at least level 50. You will get a quest to level 30 times. You'll get the ring from finishing this.
----Anyone even partially into 4th job will have a hard time with this unless they go 4x a LOT. Level 50 characters... maybe lvl 55 characters that can train at windraiders will have an easier time, but since windraiders will be full too (probably) anyone who can train at stormbreakers at a low level (60ish) will have a nice time

I know for a fact that its going to be the balance patch, but what else is going to come with it. Hopefully some new events to replace the stupid watercolors, and i am getting tired of the cake vs pie event as well. Its one of those events where either you have like 9000 insignia or 0 because you dont give a crap. I am one of the people with 0 that doesn't give a crap. I want the agent event back :[

I think that kMS was stalling for time to work on dual bladers when releasing this patch since like half the classes are completely or nearly completely unaffected (aside from the rings), way more than the majority if you include cygnuses, yet they blew it up into a big patch that they felt people were supposed to get excited over, even though no real content came with it. I wouldn't be surprised if this was all we're getting this patch, but if Nexon wants to push for a July dual blader release, golden temple, squad system, and/or pq upgrades may be bundled in.

nooo, people will be making general warriors (probably fighters) or mayhaps infighters because they level quickly as hell in CPQ 3/4.... that way they get the ring at lvl 50 and just transfer it over to their main then delete that character or leave it as a mule.
Most people won't bother starting and keeping a whole new character JUST because of the balances.
Notedly, people wont bother making a Xbow JUST to get a ring. It takes too long on a xbower.

I was actually planning to do a Crossbowman for the ring, but then someone said they're only tradeable once. I wanted a shared ring between my NL and a new bowman, but if that can't happen I might just go for an easier 1-50 shot. Or... train both an XBow and something else? Having the rings untradeable is retarded.

Well, i really should mend that. MOST people won't. They'll go for something that's quick and easy as hell to level (fighter/infighter). That is.. unless they want a mule of a specific class for fun.

That is actually pretty cool for the larger boss runs with multiple parties.

Yeah it's pretty neato, you can see all the parties and who's in which party to move people around and stuff. It's available to everything that has a signup timer I think, I wonder if ckpq will break again once it's in the game.

What about the PQ upgrades you also mentioned? Or is this new squad system part of the upgrade?
