Wash DC is not a part of any state, actually. It's wedged between two states, but it counts as its own entity. The reason for this is that any state that had DC would be way more powerful than the other states in the Union, so DC is kept separate to make it a non-issue. DC currently is not represented in the US government, which is lulzy as hell, because the original argument for America to break away from England was "taxation without representation." And so, the license plates in DC read, "taxation without representation."
