That's because MSEA doesn't give the cape like that yet, you'll have to wait until MSEA sees they made a mistake and add it.

Question on the Glove: can I drop the tempo ones before I get the perma one, or do I have to turn in 10 of them to get the perma version?

Drop as many as you wish. It doensn't matter. The same goes for the earrings.
