when is the new short RS delay gonna be implemented?

Out of 5 of my strongest, 3rd job classes+ characters or higher, I noticed my Night Lord was the fastest. Corsairs have maxed Recoil, but the problem with Recoil is that it's significantly harder to do a short hop with it as compared to a NL's Flash Jump. Also, Recoil had delay, last I played. I can easily do something like this (and don't mind it being sloppy, I was in a rush when I drew this, consider it as a 3-seconds interval, though I'm sure it's slightly inaccurate somewhere)

Recoil doesn't move you as fast as FJ, but it's also a lot less limiting. No pot lag, usable at any time, usable multiple times in midair, and a nice amount of damage that can be used as a finisher.

I don't see how it's hard to move short distances with Recoil. Use it while you're standing on the ground.

I think Bowmasters and Corsairs are fast, but NLs even faster. And I agree that Mages are quite fast ^^

And even then, BMs are near the bottom. Hurricane is not exactly the best skill for killing mobs... There is a reason why archers are harder to level to 200 lol.

But the problem with that is Recoil will have problems on small 'floating' platforms. You cannot expect to short-hop and ascend if you're on ground as a Corsair, but descending is definitely doable. Either that, both methods have their downfalls and advantages:

FJ pros:
-Faster
-Can hop on air or on land and the distance would be rather long
-Easier to short hop (durind mid-air only)

Recoil pros:
-Less pot lag in comparison to FJ
-Does damage
-Multiple uses in mid-air in conjunction with Float

That's all I can see. As for cons, no need to list that out.

Even a decreased delay wouldn't make Corsairs faster than NLs.
