Actually all they did here is tell us the exact same stuff they've told us from day one (plus a few additional tweaks such as the limits on reporting). None of this actually proves they're doing it more, enough, sufficiently, or plan to step it up. Saying they're doing something about the problem is not in fact doing something about the problem.
