Leveling-up isn't everything.
Leveling up always helps or solves the problem completely.
Talking about Tonosama/Big Toad? Yeah, that boss is definitely the strangest case. There's always an exception to every rule. But I don't know why you'd bring that up when it's basically a boss made for Warriors, Mages/Bishes and Shadowers. It's truly an anti-range boss, and I would think that would make people happy.
Otherwise, all bosses can be killed by anyone at certain points. It's either just going to take longer to get to that point or be a longer battle period.
