That's because a person affected can almost never make a correct judgement than a bystander or a neutral person. If I got banned for it, yes i would be pissed, who wouldn't. But that's because it affected me and my feelings/emotions over it are affected by the situation. Hence in debates, there is a "medeator" [spelling is probably off] who isn't biased towards one situation. They look at the facts, see the arguments and stuff, and make their decision based off that.
Is the GM wrong: Yes
Should he/she be 100% blamed for it: No
Due to the new content, new things can be done that could not be done before. Each person in Nexon corp has different jobs/duties. Unless there is some sort of information on what each "job/position" at nexon has knowledge about, what they do, etc, we don't know exactly what the GMs are supposed to know to do their job. They may have to keep 100% up to date on everything [not a single person on MS even does this so I don't see how you expect this to be a requirement] or they may just have to enforce their "policy" [no hacking, etc] to the best that they can.
*diverging from this side topic about Nexon*: Just log a ticket like other people said and you'll probably be unbanned soon. As most information as possible is good. The usual stuff.
