Sorry if I sound over-skeptical, it's just that you are the first person to say Fatal Blow works and I have seen people say Dual Blades can not activate them at all on, Basil and here.
I'm not a Dual Blade, I did a guild run with one. Our only thief to do the job died midway, so we asked our db to spam as many skills as he would hopefully trigger the sigil, and Fatal Blow worked. (we didn't expected this to happen, it was just good luck). Go ask SwordStaker he and I witnessed it.
