It means you can never resell nebulites, unless you want to resell the entire item it's slotted on. So the only nebulites that are good to slot on endgame equips are endgame nebulites - if you go with 'second best' you'll eventually lose it and whatever it cost, if you decide to upgrade. And good luck trading your "perfect weapon with B rank nebulite" for anything more than "perfect weapon without nebulite" is worth.

A,B rank nebulites: 1 in 1000 nebulite drops?

How is that different than potential?
If I have nice Unique potential on my sword and decide to cube away from it in search of Legendary, I lose my old potential and all investment I made in it.
At least with this system you don't have to "cube away" until you have something better in hand.
