It means you can never resell nebulites, unless you want to resell the entire item it's slotted on. So the only nebulites that are good to slot on endgame equips are endgame nebulites - if you go with 'second best' you'll eventually lose it and whatever it cost, if you decide to upgrade. And good luck trading your "perfect weapon with B rank nebulite" for anything more than "perfect weapon without nebulite" is worth.

at 250 boxes inw ith pure D ranks, this is looking pretty bad.
and i agree, unless cubing them to S-rank is almost impossible, getting any other nebulite is a waste.
you can trade your %luk for someone's %str, but that'd be it.
