Is Shockwave (marauder skill) still completely useless?

It's stronger than tornado upper at level 1 i think, other than that except for range energy blast is always better and range isn't much of an advantage since you're zipping around the map with spirals anyway. Only use i can think of would be for vertical range, but you can jump cast blast to get that too.
