I would see no problem in it if you were lower lvled than you are now, however at that point it would not be too helpful. Personally, I am intent on taking an experimental build that involves snipe myself; partially in protest that I will never become someone's SE mule.
First to note though, I don't put too heavy a presence on grinding.
The way I see it, snipe is only really useful in the higher lvls because of the cooldown timer. However, a majority of people only put points into it after lvl 140 (since they were busy maxing Boost and SE). At that point, it does not take 10 seconds for them to deal greatly over 99k assuming they have decent equipment. This may be changed by the 199k thing, but as lvls get higher, the difference would still be insignificant in respect to other skills you can have.
My build I have set for myself is:
120: Snipe 1, Frostprey 1, Pierce 1
121: Snipe 2, Dragon's Breath 1, Boost 1 (Current)
122-123: SE 6
124-134: Maxing Snipe
Next would be Maxing Boost, then Pierce, and from there undecided.
For your level, and with the current mobs we have released in GMS, it would not be worth it to reset your points, or even to continue to add points to Snipe yet. Like others have said, you should work on MM Boost from where you are now. We don't know when that change will come to GMS and with only 99k, the Boost will be far more beneficial.
The only way that snipe would be a better option is if GMS released trainable mobs with extremely high HP (talking 500K+ here) and a weak or no magic attack. Which is actually what I am sort of counting on given the speed of my actual training. But for regular bossing, your other dmg should add up to far more than the pretty 99k we get within that 10 seconds max snipe takes to reload.
