Accnt Locking - Removed?

Does locking an item prevent an account/character from being deleted?
If so, putting a 1year lock on a Time Travler circlet or something semi-useless like that would be a viable way to save your character and make it so you can still change use your equips as well.

I sent in a ticket months ago regarding that. I don't know whether it does prevent character deletion or not, but I suggested making it so it would. More incentive to buy locks, good for them. More security, great for us.
