No and no. I can and should protest as much as I can and demand they replace their incompetent staff with better people.
It is not necessary to be able and willing to do a better job myself. It is only necessary to know that a better job can be done. And there are plentiful examples for that.
I'm not against the protest itself. It's just that in the current state, if you want to help - help them out by working there. Bitching about the same old things they can't do anything about won't really do much, now will it? Start a OWS if you wish, you know where they work.
