I've been following the rumor mill intensely because I'm getting an iPhone ASAP, and feel, like you, that I'll wait to get a better model if it comes out soon.
Which it is. The most recent rumor is that the iPhone 5 is coming mid-October. Speculation in general puts it somewhere between October 7-15. The rumors also say the iPhone 5 won't be drastically different from the iPhone 4, with the biggest changes being the A5-duo core processor (? if I got that right; it's the current processor powering the iPad 2, which is pretty sweet to think about it in an iPhone), and a supposed 8 megapixel camera (current is 5; 8 would rival point and shoots).
Personally, I feel it's worth it to wait. If you're like me and will use the phone intensely, then the iPhone 5 will obviously be better for performance means. If you just want an iPhone and don't care about little changes, then, like said earlier, still wait till the iPhone 5 is released because every single time Apple has released a new iPhone they've simultaneously lowered the price on the previous model.
