Even if each individual email provider likely does keep that information for legal reasons for about a year it's exceedingly unlikely any one of them, let alone all of them, would let others access it or pool it together somewhere.
I have a feeling it's just a tool that searches for recent activity of that IP address. He gave me results not an online tutorial lol. My original point still stands that if a hacker has your IP address, a lot more doors open up on how to exploit you
