It would require a centralized database from every potential email provider of every IP address that's ever used every email account.
Even if each individual email provider likely does keep that information for legal reasons for about a year it's exceedingly unlikely any one of them, let alone all of them, would let others access it or pool it together somewhere.
Of the 2149 SP users who have visited more than 1 day this year account for 73,655 IP addresses.
