It's not because they make other classes appear to train slower, it's for the sake of game balance. The "tiers" you're talking about don't have to exist, as online games can be changed through patches. Nexon just doesn't care enough. And I don't think giving everyone an ultimate will be a good idea; 4th job is powerful enough and the game is easy enough already as it is.
