Empress' Prayer allows you to hit RGTS (level 160) 100% of the time. I can't provide screenshots, but it is relatively easy to test. I haven't tried Dunas Type D (level 174) yet, but even hitting a level 160 monster all the time grants you the ability to tag along on horntail runs, albeit as a significantly weaker Hero/Bowmaster/Night Lord/whatever. Neo City is a good place to test this. RGTS and Dunas Type D are both higher than Skeles.
You can family tele or be doored into ToT but if you try to leave the map it sends you back to the beginning.
