It doesn't add to the accuracy stat. I assume it just pretends that your character level is significantly higher than it is, or the mob's level is equal to yours.

The simplest way I could see it affecting the game is temporarily raising your player's level for the purposes of the accuracy formula.

Hmm... 250%*200%*130%*150% = 975% damage per hit?
That projects a range 38700-55300
Observed 28,900-34,500 puts reduction due to DEF at 37% ~ 25%. Granted that's split between Skelegons and Skelosaurs which are 6 levels apart... (+27 and +33 from the player).

And the normal def reduction is only 10%. So it's not negating the level-gap reduction in damage.

I'd need to do the ToT quests (OH BOY), but I'll see if I can get to Oblivion Guardians. Skelegons are the highest-leveled monsters I can easily access. And... I 100% hit them. So yeah.

Empress' Prayer is given as a reward for the Peridot quest.

EDIT: Well, obviously I can't do the ToT quests. T_T

Try Jump Quest Monsters that usually miss 100% of the time? If it actually 'raises' your level for a certain amount of time, can you equip level 127 weapons too?

Family Teleport or Mystic Door into ToT.

Does that work? I know you can't be doored or tele'd into LHC, but that has a level and not a quest-requirement.

Empress' Prayer allows you to hit RGTS (level 160) 100% of the time. I can't provide screenshots, but it is relatively easy to test. I haven't tried Dunas Type D (level 174) yet, but even hitting a level 160 monster all the time grants you the ability to tag along on horntail runs, albeit as a significantly weaker Hero/Bowmaster/Night Lord/whatever. Could be useful if

Neo City is a good place to test this. RGTS and Dunas Type D are both higher than Skeles.

You can family tele or be doored into ToT but if you try to leave the map it sends you back to the beginning.

Depends which way you are going. I've doored and tele'ed low-level mules into Resting Spot of Oblivion 3, and they can walk into Ob3 and Ob4 with no difficulty. However, they can't go from Ob4 out to Resting Spot of Oblivion 4.
