The Senate can have new legislation tabled as long as it's not budgetary or involving money in any way. Legislation also has to be passed in both the house and senate. Though the Senate rarely denies legislation, that power is always there for them to use. The terms of senators are also indefinite until forced retirement at the age of 75. Of course, they can always step down as well.
