Just wondering, as I don't follow international tournaments much, but is this the tournament guys from the nhl play in after they get kicked out of the playoffs or is this something else?

It happens all the time. Not just Finnish players doing it. It's almost always effective, because the goalie is not expecting a wrap around that can hit the top shelf on their short side.
