Getting to be a lvl 10 jeweler

According to Spadow, you can only get the Dark Angelic Blessing Ring recipe if you get Lvl 10 jeweler status during the specific event period that coincides with the release of the profession system. Since it is such a peach to get to Lvl 10 jeweler, does it mean that it is nearly impossible to get the Dark Angelic Blessing Ring recipe before the event ends?
