You are confusing Mining, which include mining and refining with Jewel Crafting, which is the creation of jewelery from the refined ores/crystals. If you intend to get the best head start on Jewel Crafting you need plates and refined ores/crystals to make the jewelery and not ores (as stated previously) because refining them is a waste of energy and a contribution to your Mining skill.
The things you may need or might want to account for are excellently laid out here.
I would however, like to know the EXP values for each of the craftable items, but Xiger seems to already point out that they may be variable. Also, the required level for 100% craft rate is missing, that could be important too. Any help on those from anyone else?
