There's a limit to how many times the Mist Explosion bonus can stack, I think it's possible to achieve that limit with only normal F/P skills already, so there's no need to go further with flame gear.
I/Ls using flame gear to activate extreme magic is silly, they already have better skills that can do that just fine (Glacial Chain can be cast every 5 seconds and gives DoT for 15 seconds, so it's enough).
