That's an outdated recipe, by the way, here's the most recent one:
1 Level 130 Pole Arm:
2 Lidium
1 Super Abrasive Varnish
8 Wisdom Crystal
30 Proof of Investment (Same thing as Mark of Ares)
8 Advanced Item Crystal (130+)
Mining rocks appear in all maps with monsters over level 30, with the exception of World Tour and Event maps, I guess. They seem to be distibuted completely randomly.
Oh right, you still need the recipe, but it's not listed up there because it's not one of the materials required to make it, you just need the recipe to unlock the ability to make it, and only once.
