Why didn't 4th Job AoE's get a cooldown?

Because of the current state of the game, and because of what is currently released, Ultimates are broken. Not because the skills themselves are broken.

Yes, because they released the ultimates, they are broken.

If they'd never let Magicians advance to 4th job they wouldn't have any broken skills
