Archer Evasion Boost glitched?

It's a multiplier on base avoid, but looking at your level you probably already know that. Is it not applying the multiplier anymore?

I always thought it was a proc rate. Base avoid + 20% = Avoid rate. Cap at 85% (?). Or something like that.

Edit: Looking at it now, it does seem like a lame and useless skill.
