You're sorely mistaken there. The GMs are on very frequently and for long periods of time. They simply aren't allowed to reveal themselves the majority of the time.

What are they doing all that time?
We know they're not banning hackers.
We know they're not banning scammers.
We know they don't respond to "alert GM" clicks, desperate Smegas, or any other attempt to attract their attention to immediate problems.
We know they are not getting to know what's going on in the game, because issues that most all players are aware of (either bugs in the game or things like ks-ing/hacking guilds) are completely unknown to Nexon.
So, what are they logged in for, if in fact they are? AFK in a shop?
