On most classes Combat Orders is only a few percent increase in dps. I think Heroes are one of the classes that get buffed the most, and they gain in the range of 10-15% damage.
So really it depends on how the various classes compare, I think 5x Mechanic + BM (or 5xMech + DK if they need HB) would be best.
