On a weapon, it's better to have %attack or % overall damage (or % boss damage) than % primary stat (luk, for thieves).
This is because %luk is additive over all your gear, so the more %luk you have, the less each 1% adds to your damage.
For example: if you have no %luk gear at all, and finally get your first item with 3% luk, your damage will go up 3%.
However, if you already have 100% luk, and recube some item to have 15% luk instead of the 12% it had before, you will only gain 1.5% damage, because your total luk goes up from 200% to 203%.
%attack is also additive, but since it can only appear on weapons, you're not going to have a lot of it. So having 9% attack on your katara will probably increase your damage 9%, but having 9% luk on it might only increase your damage 5%.
One thing to note is that % overall damage does not show in your damage range, as displayed in character stats. You must add it yourself if you want to know how high you'll really be hitting.
