It's still leeching, but it's hardly a problem that needs such drastic measures to counteract, since it's so slow and ineffective (compared to training yourself).
Anyway, if they wanted to stop leeching, they should disconnect the leech (with a "for leeching", not "for hacking" message), not the person who is killing. Since the leech is likely afk, they won't just relog and continue from where they left off.
