They probably have a cooldown like in dfo (one type of potions shares a cooldown with another type, eg. in DFO there are type A and B HP potions, using a type A potions puts a cooldown on all of the other type A potions that you have, type B works the same way. MP potions are type C and D which work like HP potions and there are miscellaneous stat potions and stuff that are type E. Basically potions of the same type share a cooldown and don't interfere with other types) but without 2 types for HP and 2 types for MP. They might split % and fixed potions though, I'm not really sure.
