What's the earliest level an equipment can have decent haste?

My personal guess would be 30+, as all the decent skills appear at the level when an actual player can get the skill, but I've heard 70+ from several people.

HB is 70, so that theory is wrong :/
I'd assume that it's 70 since they're both 2nd job skills.
