Can i get decent haste on a level 50 shoe or does it have to be 70+?

My personal guess would be 30+, as all the decent skills appear at the level when an actual player can get the skill, but I've heard 70+ from several people.

HB is 70, so that theory is wrong :/
I'd assume that it's 70 since they're both 2nd job skills.

I wouldn't do anything 70 or below.
AKA, do 71+.
Edit: Oh yeah, anything 69- can never have any skill on it. Not sure about 70, but I'm sure 71+ can get Haste.
