Easy test of Guardian activation is to go to Mulung Dojo and test the poison damage from Frankenroid (250?) and ice damage from the Yeti Bigfoot (500). Both are reduced by Guardian's "elemental resistance" and do constant damage.
Or you could go get poisoned by Zombies, I think they do 15 poison dmg.
Either way it makes sense that Guardian works without a shield, cause that's how the description explains it (% status effect and elemental resist doesn't mention a shield)
