He's saying back in the old days if you wanted a perfect weapon you went the ws and 10% route. That's just the way it is. If you don't access to a 50% scroll that's really your only option.
Of course there were white scroll dupers back then so it made it a less daunting task for those with that sort of connection but that's the way the game has always been.
For a while the gm 10% scrolls were obtainable for 1h swords. That's how the vast majority of perfect lbs you see running around were made because they both came out at about the same time. Just like the 50s for 1h sword though I think there supplies are very low, mostly held by those who have 7/9 and are waiting for the next great sword to come along.
Dagger users are in your same boat, probably a little worse off actually as that last set of scrolls was never available to them.
