It's not illogical to have the secondary stat actually give a worthwhile boost aside from merely allowing the player to equip a weapon.
And .8 isn't all that "high" either. Not when that sort of "height" is required to close the gap on these level 130 lukless weapons.

Also notice: your way makes lukless weaker and luk a little stronger than they are now. My way makes lukless the same, but puts luk ahead of lukless. I don't see how you could think your way is a better solution.

In other words, I would put such a build in the same category as HP warriors. Way more trouble than they're worth, practically useless at their peak, then completely useless at respectable levels.
