I think we should stop speculating, as it won't lead to any practical result. Rather, let us compile a list of from->to-cubes, to find the probability first. If the list is not reliable with a good confidence-interval (the difference between lower leveled items vs. higher leveled items is great), then we need to rethink your theory. However, as of right now, I think of it as just reasonable: People who level up items prefer stronger items with higher level-bonuses. Besides, more high-leveled people train for longer, thus more drops will be at a higher level.
