Bishops need the attack, because leeching is too slow from 4th job onwards. If you remove Genesis, many Bishops would quit, and that would screw many boss runs. But, that attack doesn't need to be equal to "Blizzard/Meteo + Amp" with half the MP cost. If it is nerfed to 1/4 - 1/2 its current strength, maybe that would help AMs. (Of course, Nexon should set the Elemental Wand bonuses to work too.
